Responsibilities
· Manages and supports completion of the entire tender process (pre-qualification, proposal preparation, tender evaluation, as well as contract negotiations and administration) by providing guidance and reviews of directs report work.
· Responsible to provide senior-level guidance to assigned personnel and ensures proficiency and timeliness of all contract administration functions in conjunction
· Provides leadership and support negotiations of the more difficult, complex or sensitive issues associated with tender awards
· Ensures completeness and validity of contractual requirements
· Reviews and maintains knowledge of terms and conditions of all contracts
· Monitors and reports on the progress of all civil engineering contracts
· Provides proactive advice so as to minimize claim and delay
· Flags issues that might result in delay or claim and advises the project managers on any risks that will
affect the overall timely delivery of the project or significant cost escalation or potential opportunities for cost reduction.
· Provides contractual recommendations based on client’s agreement
· Advises on contractual issue as they arise and provides appropriate contractual solutions
Required qualifications and skills
· 4-year degree in quantity surveying, construction management, engineering or related field
· 15-20 years of related working experience supporting large construction and infrastructure projects
· Minimum 5 years of experience as a Contract Engineer/Manager
· Proven ability to perform independently in a contracts manager’s role, possess excellent written and oral communications skills and have a thorough understanding of industry practices and regulations related to contracts and their negotiation
· Excellent command of English
· Effective problem solving and negotiation skills
Desired qualifications and skills
· RICS qualified with strong QS background
· Good knowledge of PC software packages typically associated with contract administration
