Job Overview
To lead and manage a Quantity Surveying Service that is responsible for managing the
financial and contractual aspects of construction projects.

Main duties and responsibilities will involve:-
Leading, managing and developing the Team reflecting the Organisation's values.
Achieving objectives and performance targets are key.

Managing the resources in the team by effective allocation of projects, programmes and tasks to direct line reports, contractors and agency workers.
Ensuring sufficient information, direction and support is provided for the Team to deliver works to a high standard.
Ensuring performance management frameworks are in place in order to monitor the effectiveness of the service and undertake remedial action whenever required.

Preparing cost estimates, cost plans and cash flow profiles for complex projects and
Programmes - by working out quantities and costs of materials, time and labour using
pricing books and BICS indices. Update the Organisation's finance system and liaise with
Senior Finance Management.

Monitoring project spend and measure/value contractors' works on-site in order to ensure
correct payments. Preparation, negotiating and agreeing final figures with contractors.

Take the lead on construction contract types and procurement methods, ensuring appropriate methods are used for all projects in order to control cost and mitigate risks.

Project/Programme Managers, Clerk of Works, Contractors' Quantity Surveyors
Legal, Procurement and Finance Departments

Management of 2 x Quantity Surveyors with responsibility for projects valued at up to c. £40m per project.

Degree in Quantity Surveying or professional qualification accredited by the Royal Institute of
Chartered Surveyors (RICS).
Membership of the RICS.
Prince2 or a Project Management Qualification

Relevant Experience & Management Duties
Develop and improve a high quality Quantity Surveying Service.

Provide Quantity Surveying services on complex, large and high value construction projects.
Preparation of accurate cost estimates, plans and cash flow profiles for complex programmes and projects.
Identify, analyse and develop responses to commercial risks.
Monitoring of contractors' spend, valuation of works, agreement of final accounts and production of progress reports for complex programmes and projects.

Familiar with all construction contract types including JCT and NEC.

Management of the Quantity Surveying Team.

Experience of working for an organisation with a varied property portfolio.

Good working knowledge of:-
Project Management
Mediation and Adjudication
Modern Methods of Construction

Additional Skills
Highly organised and able to demonstrate good leadership skills.
Enthusiastic and confident in delivering design solutions, construction methods and materials.
Excellent communication skills coupled with the ability to quickly establish strong working relationships with contractors and clients.
Excellent mathematical abilities and problem solving ability.
