Job Title

Project Quantity Surveyor

Objective

Responsible for the project specific commercial and contractual processes and procedures achieving successful profitable outcomes.

Accountable to

Commercial Manager / Senior Surveyor

Responsible for

Responsible for managing all costs and value relating to Rail projects, from the initial calculations to the final figures, seeking to minimise the costs of a project and enhance value for money, while still achieving the required standards and quality. Commercial management of Assistant Surveyors.

Working relationships

Working relationship with Commercial Manager, Senior Surveyors, Assistant Surveyors, Estimator, Project Managers, Sub Contractors, Suppliers and Clients

Key tasks

·Preparation and production of measured quotation works.

·Ensuring order for materials, sub-contractors, professional invoices are place in line with the tender prices to maximise recovery on these items and production of procurement schedules

·Ascertain costs for clientele using a selection of schedules of rates when requested

·Preparation of Applications and invoicing using a variety of schedules of rates / priced specifications.

·Monitor and control the performance of Sub-contractors and Suppliers in relation to the delivery of contracts.

·Complete requisition for Sub Contractor Payments

·Preparation of timely Contract Cost Value Reconciliation’s

·Management of subcontract accounts from procurement to final account

·Undertake budget reviews with delivery teams

·Manage commercial performance against business targets and KPIs

·Evaluation and submissions of claims for variations

·Contract Review

·Contract administration and cost control, cost planning, forecasting & estimation.

·Interim valuations

·Cost reporting

·Final account preparation & Final account negotiation

·Attend weekly commercial review meetings with commercial counterpart and undertake regular site visits >3 times per week.

·Analyse project commercial outcomes and write detailed progress reports

·Value completed work and arrange payments

·Maintain advanced awareness of the different building contracts in current use

·Assist PM / site team in preparation of EW notification and ensuring they are issued in a timely manner.

·Ensuring that weekly / bi weekly, programmes / progress reports are issued in accordance with the contract procedures / company policy.

·Track claim, pay less notices and administer the contract effectively

·Ensuring that daily site records are maintained on a weekly basis by the management team and checking to ensure accuracy.

·Management of the Assistant Surveyors to ensure that they are fulfilling their obligations.

·Accurate Cash Flow projections and ensuring payments make in line with terms of appointment.

·Review of all technical submissions, including but not limited to RFI’s, etc to ensure commercial implications are being reported.

·Ensuring plant returns are completed by management on a weekly basis and that plant allowance is being managed within tender allowances.

·MRICS- Chartered surveyor

Knowledge and experience.

·Minimum 5 years working experience

·Knowledge and understanding of the rail sector

·Experience in NEC & JCT contracts

·Contracting experience, main and / or sub contractor

·Construction knowledge, client and contracting – strong client relationships
