Capital Works Project Manager- local Authority non-housing
A busy property services department has a need for an experienced Project Manager to take the lead on various works and projects across the district.
Acting as Principal Designer, Council advisor, Project Manager, Contract administrator, Cost advisor, Clerk of Works to deliver various works / projects.
Pre Start
* Establish a review of the detailed spreadsheet containing 2400 different works
* Review the stock condition surveys where available
* Attend site to review and advise of any concerns
* Bundle similar types of works together ie all building works
* RAG the urgency
* Identify if the works are statutory compliance or repairs and maintenance
* Identify budget costs In accordance with NATFED SOR codes
* Prepare a report making recommendations for approval
* Agree specification
* Liaise with Council on surveys required
* Advise Council on specialist services ie consultants / suppliers
* Undertake all responsibilities under CDM
* Carry out role of Principal Designer
* Recommend potential suppliers for tender
* Write the tender specification for the works
* Support tender evaluation
* Establish the roles and responsibilities of the council and the suppliers
* Produce Project Plan
* Write any Prelims
During the Works
* Provide a detailed construction plan
* Agree project reporting
* Brief suppliers on their duties in respect of the project - ensuring all parties understand what is required of them
* Issue instructions to the suppliers
* Prepare regular programme reports
* Monitor Performance and report back
* Convene and chair site meetings
* Obtain authorisation for all additional costs
* Undertake regular (min weekly) site inspections - obtain progress and quality reports
* Liaise and arrange interim payments to the contractor
* Facilitate agreement for the final account
* Validate interim payments
* Consider extension of time requests and liquidated damage matters
Handover and Completion
* Oversee the preparation of up to date Operations and Maintenance (O&M) manuals
* Advice regarding insurance of the completed project
* Snagging and defects liability
* Issue the certificate of making good defects
* Obtain warranties and guarantees
* Issue Practical Completion certificates
* Assist in settlement of contractual disputes
* Advice on managing maintenance in relation to the project
What you'll need to succeed
Skills / Experience
Relevant Qualification in the construction Industry
Extensive experience within the construction Industry
* Contractor Management - Permitting all types of works including writing and vetting risk assessments and method statements
* Knowledge and experience of CDM regulations
* Asbestos awareness
* Good knowledge of health and safety legislation
* Contracts for building works
* Well developed communications and negotiation skills
* Good knowledge of all aspects of Building construction
* Use of IT systems
* Methodical accurate and able to work to tight deadlines and prioritise work
* Familiar with budget performance and monitoring
* Full valid UK or equivalent driving licence
