Contract Manager Electrical and FM

My Client a West London Local Authority is seeking a Contract Manager Electrical and FM for a 6 month contract

The role is as follows

To undertake service contract management, surveying duties, and contribute to the delivery of an effective professional technical service within the Contracts & Compliance Assets department.

To lead the provision of professional technical support and advice on the physical condition of service installations across the range of Facilities Management services and provide support on the development of maintenance programmes and the effective management of associated contracts and budgets

To assist Senior Contracts Manager in the day to day delivery of the contracts/compliance team, ensuring compliance. Providing support and guidance to the team, ensuring team objectives are met. Investigating and preparing complaint responses.

Undertake condition surveys, specifications of planned maintenance works and planned replacement as required in order to support the planned preventative maintenance programme.

Through external service providers monitor and manage the following assets and equipment ; Portable Appliance, PIR (EICR),emergency lighting and firefighting (Fire protection & detection) equipment, lightening protection systems, the door entry and CCTV systems, entrance gates, the key & fob control systems, and the fall and arrest systems.

Through external service providers manage and monitor the planned and reactive maintenance of all communal electrical equipment.

Assist in the development and implementation of building services procedures including quality assurance.

Contribute to the provision of professional advice and support on the design, specification, tendering and supervision of building works including planned maintenance contracts.

To manage The Assistant Contracts Manager in their daily activity, carrying out regular one to ones and progressing their development plan.

Provide advice on the physical condition of service installations including the preparation of feasibility studies, cost analysis and suitability of alternative schemes.

Ensure that all completed works are certified including testing of installation services and equipment, the provision of completed maintenance information, including H&S manuals for operating and maintenance requirements.

Contribute to the identification, development and implementation of planned preventative maintenance programmes including identifying and reporting on recurring problems for possible inclusion in the programme.

Undertake planned estate and property inspections to ensure that agreed standards are maintained and statutory and legislative requirements are met.

Support the provision of a professional service of design and specification of maintenance, repairs and replacement programmes and support the procurement and implementation process accordingly.

Provide professional technical support across the directorate to ensure compliance on all aspects of health and safety.

Ensure that all information systems are appropriately maintained so that colleagues have access to relevant and up to date information.

Work collaboratively with colleagues across the organisation to ensure effective service provision and achievement of corporate objectives, including contributing to business and service planning, risk management and business continuity.

Ensure that organisational expectations in relation to complaints handling, resident engagement and equality and diversity are met.

Essential Qualifications:

Extensive experience of managing and leading staff and teams which delivered high levels of efficiency and excellent performance through a committed, well-motivated and fully engaged workforce.

Experience working in a lead role at management level, within the repairs and maintenance sector preferably within a medium/large social housing sector.

Extensive knowledge of the following assets and equipment ; Portable Appliance, PIR (EICR),emergency lighting and firefighting (Fire protection & detection) equipment, lightening protection systems, the door entry and CCTV systems, entrance gates, the key & fob control systems, and the fall and arrest systems.

Essential Skills for the position:

HNC Mechanical/ Electrical Building Services
Must hold Electrical qualifiction 2391
Experience of planning and managing budgets to deliver value for money.
Ability to interpret relevant information, analyse complex data, review alternative solutions and come to speedy, well informed conclusions.
Experience working in a Social Housing environment.
Proven track record of service contract management and administration.
Knowledge and experience understanding specifications.
Knowledge of all legislation, including BS7671, COPS, PUWER, including service assessments and schedules.
Experience in producing condition surveys and reports
Relevant Qualifications/experience in contract management or similar.
An understanding of the Common hold & Leasehold Act (Section 20) in associated with M&E services and contracts.Experience of tenant liaison. Please only apply if you have the extensive M&E experience within a Council or Housing Association
