Development Technical Manager (Pre Construction)

Experienced Pre Construction Technical Manager looking for a fresh and unique opportunity?

The UK’s leading Care Home developer, due to experiential growth and a buoyant Healthcare Sector, LNT Care Developments are looking to recruit an experienced Technical Manager to oversee all development and pre-construction activity from initial site appraisal through to handover of a technical package of information to our internal construction teams.

With our 30-year track record and development of over 200 Care Homes nationally, our pipeline is robust and have the funds and capability to sustainably develop 30 Homes per annum. The creation of this role is an exciting addition to the Senior Management Team – the opportunity to implement a role, process and subsequent team within an entrepreneurial environment.

Reporting to, but working in conjunction with the Development Director, this role will support all development activity from feasibility to site completion / purchase; ensuring that all technical requirements are understood and solutions in place to support a robust and implementable planning consent and an efficient construction programme for our internal construction team.

This will be achieved in parallel with supporting all land purchase contracts being exchanged with full appreciation of technical risk and issue mitigation.

The role is a Senior Position, giving the opportunity to shape a role and function for a key part of the LNT Care Development land buying process.  The successful individual will have demonstratable experience within a technical capacity in a pre-construction / development environment. They will have the ‘client facing’ capabilities to lead consultant, design and planning teams where needed and have the ability to question and explore to seek accuracy on detail and subsequent solutions.

The drive and enthusiasm for the role, ability to work at pace and with volume will be a key consideration for appointment.  Internal interfaces for the role will be at Board Level and through all site, planning, design and construction teams.

The ideal candidate will have a minimum of 10 years experiences within a pre-construction / development technical environment, preferably with a volume residential development backdrop. They will have the knowledge and gravitas to inspire and motivate teams.

The role requires full integration with all internal teams, is full time and based in our Head Office in Leeds, except where site visits will be required.

 

Key responsibilities and expectations of capabilities

‘Technical Lead’ in weekly planning and design meetings to review progress on identified technical issues / risks that require solution led actions to resolve on all pipeline sites.  Responsibility for intercepting these issues and implementing next step to solution.

Responsibility to make sure that all pre-development items relative to technical constraints on a site by site nature are resolved in advance of a land contract being exchanged and in a timely fashion. This will cover Ground, Levels, road infrastructure, Utilities, Drainage, Ecology, Arboriculture

Management of a risk matrix presented on all site exchanges / budget costs for rectification of such.

Liaising with land sellers and developers to shape technical solutions pertinent to our operational requirements.

Managing the drainage and highway consultant process for all pre-construction land led opportunities to deliver high quality and timely output from the on-set

Liaising with internal design and planning colleagues, consultants and clients to ensure design development on each site is consistent from the on-set

Building relationships with consultants to drive efficiencies in the process

Supporting the internal land, planning and design team with pre-construction drainage queries and facilitation through legal and planning process

Oversee all pre/during planning drainage survey requirements and associated outputs to make sure thorough in representation of on-site infrastructure and solutions required

Responsibility for the quality and technical review of all schemes to make sure they are accurate in representation of a viable scheme based on ‘on site’ checks and ‘implementable’ on site post planning

Support the planning team to make sure all technical related conditions are discharged satisfactorily and timely in line with strategy developed during the process

Responsibility to gain full technical approval for drainage and highways in line with planning conditions through liaison with planning, design, LA bodies and Legal representation

Manages the robust handover of such items with construction to enable an ‘efficient’ start on site for LNT Construction team

Undertaking site visits where required to verify technical and design requirements

Support the design and technical team with additional responsibilities where required
