Property Surveyor, Public Sector Organisation, South Wales & North Wales, 6-12 months contract, £225 per day

Your new organisation are a large public sector Estate in Wales, who are looking for the support of 2 x experienced Surveyors (General Practice) to join them for a minimum of 1 year.
Your new role
To manage advise and provide support on a range of property related development, management and disposal/acquisition projects, including those carried out directly and with other public and private sector partners, ensuring that a value and performance of the property assets are protected, and wider policy objectives achieved.
What you'll need to succeed
Negotiate, implement and manage a range of privately and directly funded land and property development and disposal projects and undertake negotiations in accordance with the department's objectives and governance arrangements.
Appraise and process property related grant support packages and provide advice on the recovery after value/claw back including direct negotiation with local authorities and developers.
Represent the department on internal and external liaison bodies, working groups and partnerships, deputising for Senior Property Manager where required and to provide specialists property input to multi-disciplinary project teams, providing leadership in cases.
Evaluate and monitor the performance of projects providing regular progress reports to line managers and others ensuring that any actual or forecast variances in budget or financial targets, outputs or outcomes are identified and accounted for at the earliest opportunity. Contribute to the formulation of budgets for capital and revenue expenditure. To undertake such other duties and responsibilities as are commensurate with the post and salary band.
May provide leadership to multi-disciplinary project teams and depending on location the role could involve line management of staff.
No direct budget responsibility but role will include management of property projects with potential budget of up to £20m and investment of £200m.
You will be a Chartered Surveyor or equivalent with property experience preferably in the field of land/property development with in depth experience in certain areas.
Excellent interpersonal skills are required to effectively negotiate and manage large scale projects. Credibility and confidence to engage with partner/stakeholder organisations. Comprehensive knowledge of the UK/Welsh property market is essential.
The ability to solve problems within and between projects is an essential feature of the role although some upward referral is expected.
Typically, a post holder will be dealing with a number of projects of varying size and complexity at the same time and consequently managing a number of project development teams. The ability to make good decisions on a range of professional and operational matters is essential. The nature of decisions taken will impact both on individual projects and potentially on wider aspects involving the department's workload where policy issues are concerns.
The post-holder will be expected to use professional expertise and specialist skills in analysing issues and making decisions or recommendations on individual projects. This will include undertaking financial negotiations, within defined parameters with external third parties.
The complex nature of the projects requires extensive consultation and relationship management both with external stakeholder bodies and with other departments. Contact will usually be with Senior Managers and Director level externally and Senior Management within the organisation. The nature of contact may be negotiation, influencing or (in the case of internal contacts) advising.
