Quantity Surveyor – Navy & DE&S

This is an exciting time to join the DIO Navy and DE&S team as a Quantity Surveyor within the DIO Major Programmes & Projects (MPP) team, delivering on multi-million-pound capital construction projects and programmes, critical to Defence Operations for the Army, Air, Navy and UK Strategic Command.

As a Quantity Surveyor in DIO, you will undertake a variety of estimating, reporting, cost modelling, benchmarking, and value for money studies for the delivery of Capital Projects. The MoD estate consists of a vast range of buildings and infrastructure including jetty and berthing projects, marine works, living accommodation and messes, technical facilities, training facilities and more.

Job description

Cost Estimating and Monitoring

  • Provision of early-stage cost advice and estimates in support of the Command Infrastructure Delivery Plans for Capital projects. To include Three Point Estimating Techniques, Cost Benchmark setting, risk analysis and spend profile forecasting.
  • Setting of a cost baseline at Strategy stage, monitoring and reconciling change as the project / programme progresses through its lifecycle of RIBA stages (0-6), providing detailed reasoning for any cost movement or variance.
  • Provide cost advice and guidance when required, focusing on delivery of value for money.
  • Provision of outturn costs into the Projects database in conjunction with the Technical Support Providers (TSP)

Cost Data and Value for Money Benchmarking

  • Liaising and working collaboratively with appointed external consultants, Technical Support Providers (TSP) reporting on the cost and financial task deliverables.
  • Provide assurance checks on all cost estimates, risk assessments, Monte Carlo Simulation Outputs, Investment Appraisals, spend forecasts and whole life cost models produced by the TSP and validating any Business Case evidence.
  • Provide support in the development of Value for Money Benchmarking strategies.
  • Analyse and validate cost data for cost planning, whole life costing, life cycle replacement, minor and major capital works.
  • Support Project Management and Commercial functions with regard to external consultancy appointments by analysing and evaluating fee proposals.

Contract Documentation

  • Provide support in the development and provision of Pricing Strategies on Projects and Programmes.

Tender Evaluation and Implementation

  • Assist Project Managers, Commercial and TSP in tender documentation preparation and subsequent tender analysis. Production of compliance and cost assurance reports on the TSP tender evaluation recommendation leading to contract ward to a Works Contractor.
  • Provide support to the analysis and financial evaluation of tenders, focusing on achieving Value for Money and delivery to programme.
  • Provide support to the production of Investment Appraisals, Sensitivity Analysis, Public sector Comparators and input to Outline and Full Business Cases as required.

Build and Commission

  • Provide assistance to Project Management and Commercial functions with Change Control cost management, for both the TSP commission and Compensation Events.
  • Support production of regular project cost reports and out turn cost forecasts for inclusion onto DIO’s Information Management System.
  • Support MPP QS Team with input into the Government Construction Strategy cost performance and reporting process and the creation of benchmark parameters.
