
Site Controls Manager - Somerset - Competitive Salary
Working for one of the largest energy companies in Europe with key business operations in France, the UK, Germany and Italy. The Site Controls Manager ensures that Compliance arrangements are in place for HPC and the Associated Development Planning and Lease conditions. To Deliver and manage discharge of all planning, Development Consent Order (DCO) and lease conditions in partnership with Planning and External Affairs. To develop and manage compliance audits throughout the project lifetime. You will be accountable to the Head of Nuclear, Environmental and Site Controls for the delivery and management of the discharge of all planning, DCO and lease conditions, subsequently responsible for the development and implementation of the Compliance arrangements to meet the requirements of the conditions.
* Manage a team of people responsible for ensuring all planning conditions are discharged.
* Assist in the planning and execution of the department budget.
* The Site Team will increase from 240 people in December 2011 to 1000 people by the horizon 2013, and over 5000 by 2016.
The Site Controls Manager generates arrangements that will facilitate people to effectively work on site in accordance with the requirements of the planning conditions and lease requirements whilst also maximising efficiency.
The post holder is seen as a senior member of the Site Construction Management Team and as a result will have full delegated authority for the Nuclear, Environment and the Controls Manager in his absence.
A degree, or equivalent, in a Science or Engineering discipline is required. An additional qualification in Management is desirable.
Typically experience in a technical or engineering discipline with leadership experience is desirable.
Typically has held a managerial or supervisory position previously with experience of dealing with multiple stakeholders.
The knowledge and expertise required will be obtained from a combination of education, training and experience.
Previous experience of working on a large construction project preferably within the Nuclear Industry.
Kowledge of organisational structure to ensure referral of issues outside own work area.
Ability to work independently and be proactive

Ensure compliance arrangements are in place for all Hinkley point C and associated development planning and lease conditions including Development Consent Order (DCO).
Deliver and manage discharge of all planning, DCO and lease condition in partnership with Planning and External Affairs.
Planning permission activities for which the Site Controls Manager is accountable cover; Site Remediation, Site Preparation Works, Jetty and DCO. Lease arrangements include those associated with the adjacent Nuclear facilities at Hinkley Point A and Hinkley Point B.
Engage in effective communication between all relevant internal and external Stakeholders, including delivery partners, in ensuring that the above requirements are clearly understood and complied with.
Deputise for the Head of Nuclear, Environmental and Site Controls and be accountable for decisions made in his absence.
Continuous Improvement of techniques, processes and behaviours through Organizational Learning and implementation of the compliance arrangements.
Identify and agree the owners of various deliverables (e.g. Travel Plan), liaise with associated.
Line Manager and Individual to agree deliverable date and standards, manage this process to satisfactory completion.
Ensure quality of the deliverables is of the correct standard in line with project objectives and compliance requirements.
Manage the stakeholder review of the deliverables
Produce progress reporting for the department which is subsequently presented to the Construction Director and onward.
Building relationships to ensure effective delivery and implementation of the compliance arrangements.
